An Open Letter to President Rodrigo R. Duterte 1 August 2020 President RODRIGO R. DUTERTE Malacañang Complex J.P. Laurel Street San Miguel, Manila 1005 Dear Mr. President: We, the undersigned groups and individuals from Tabuk City, Kalinga appeal to you to help us address a pressing issue that threatens the lives of Tabuk City’s 103,912 residents: graft in the use of financial resources meant to fund the city’s efforts to prevent the spread of COVID-19. We would like to earnestly request that the long arm of the law, through your office, extend to Tabuk City in order to end the irresponsible misuse of government funds and the brazen corruption happening in Tabuk City Hall under Mayor Darwin C. Estrañero. To date, our city does not have enough COVID-19 isolation and treatment facilities and is utterly unprepared for a COVID-19 outbreak despite the 93.5 million pesos in Bayanihan Funds that it has received from the national government, and in spite of the availability of around 50 million pesos from the city coffers at the start of the pandemic up to end of the second quarter of the year. Mr. President, in your State of the Nation Address, you correctly stated that: “The corrupt, the grafters and the influence peddlers also take advantage of the fear and confusion that the corona virus generates. The financial and material assistance of the government to the unemployed, the sick and the destitute running into billions of pesos, are not spared from corruption and ineptitude.” We are witnesses and victims of the same crimes here, Mr. President. By our estimates, our mayor has misappropriated over 100 million pesos' worth of government funds––funds that have been used to procure overpriced equipment such as thermal scanners. While the NBI and the PNP-CIDG have arrested sellers elsewhere of thermal scanners that were overpriced by 6,000 to 8,000 pesos per device since the start of the ECQ in March 2020, under the management of Mayor Estrañero, Tabuk City has purchased more than 100 thermal scanners at 12,000 pesos each. There is universal agreement that addressing corruption amid the Covid-19 pandemic is an urgent matter. House Minority Leader Bienvenido “Benny” Abante Jr. also hit the nail on the head when he said that “these acts of corruption are not just acts of theft; they cripple government COVID -19 response efforts. In a crisis where every centavo matters, where every overpriced mask means one or two less masks for our frontliners.” This is painfully true in Tabuk City. While our Bayanihan Funds should have been spent upgrading the healthcare facilities of the city because there are no hospitals in Tabuk City or in the province of Kalinga that can treat moderate to severe COVID-19 cases, most of the funds were spent on overpriced and irregularly procured relief packs, overpriced medical supplies, and overpriced personal protective equipment (PPE). We submit that due process dictates that every public official accused of crimes should be considered innocent until proven guilty. Time, unfortunately, is not on our side, and while the wheels of justice slowly turn, lives are at risk. We are now gravely concerned, with rapid increases in the number of COVID-19 cases in Tabuk City and in the entire province. In just two weeks, the confirmed cases in the province of Kalinga have more than tripled from eight cases to 30 cases––and hospitals and health facilities in the city remain ill-equipped to deal with the exponentially growing number of cases of this disease. Mr. President, in the face of overwhelming evidence and given the need to keep the people of Tabuk City safe, we believe it is time for the national government to step in and intervene as these acts of corruption compromise life-saving measures against the COVID-19 virus and endanger the lives of our citizens. Lives are at stake, Mr. President, and we need your help. We appeal to you to direct the Department of Interior and Local Government (DILG) to preventively suspend Mayor Estrañero in order for authorities to investigate these allegations of corrupt

This was a risk I accepted when I decided to work in the Accident and Emergency (A&E) department. But my wife has always been there to remind me of how important my job is – she says she’s proud of me. Despite having dealt with other smaller outbreaks in the past, I felt worry and fear – not for myself, but for my family. At work, I am well protected with my Personal Protective Equipment (PPE). My family, however, had limited access to face masks and sanitisers. Thankfully, my worries were allayed when the government stepped in to provide these supplies for the public. The earlier stages of the outbreak were tricky. At the A&E, we had patients deliberately concealing the fact that they had been in contact with suspected or confirmed cases of COVID-19. Some even hid their travel history. This was incredibly frustrating as hiding such information potentially exposes healthcare workers and vulnerable patients to the virus. I urge everyone to cooperate so we can give you the proper treatment and overcome this disease as soon as possible. Though the public was initially fearful of being close to healthcare workers, that perception has changed. We have been receiving gifts like food, supplements and thank-you cards. Several patients have gone out of their way to express their gratitude by sending us cakes after they leave the hospital. #Breaking News __Humanitarian Appeal for the people of Sudan, Eritrea and Zimbabwe. As many of you on this platform know, I have been at the forefront, for several weeks, in asking for Debt Relief and Economic Impact Stimulus, on behalf of the African continent. In making these appeals, those of us who have called for these measures have used as our benchmarking, those measures that have been taken in the US, Europe, Asia and China. So far I’m pleased that there has been growing support for these measures. At the last World Bank, IMF, and G20 meetings, many African countries secured debt relief by way of Standstills on interest payments which are valued at over $22bn. More than half that money has been disbursed already to countries in Africa, as it was sitting in “debt service accounts”. These African countries can now urgently buy medical equipment, ventilators, and personal protective equipment (PPE) to keep health workers safe. They can also train and pay doctors and nurses. Three countries were conspicuous in their omission from any form of relief: Zimbabwe, Eritrea and Sudan. This is because they have sanctions. I don’t want to get into the issues around how and why there are sanctions. Everyone knows that I personally had to flee my country, Zimbabwe, because of persecution, 20 years ago. I have not been back since. I’m not a politician, just an entrepreneur working day and night to create wealth and jobs. I have not spoken to anyone in the governments of these countries, including that of Zimbabwe, with respect to this or any other matter. For the avoidance of doubt, this is not an appeal for lifting of sanctions on any of these countries. If you know one thing about me by now, it is that I’m not and have never been anyone’s messenger. People also know that my wife and I (through our small family foundation) continue to do everything we can to try and help the people of Zimbabwe, including making many preparations to help prepare for the catastrophic impact of this pandemic. This is what we have done on every major crisis to befall the country over the last 20 years, including droughts, bus disasters, Cyclone Idai, two Cholera outbreaks, and education for over 250,000 orphans many of whom lost parents because of HIV/AIDs. Alas, we are just private citizens, and our small efforts are just not enough. This particular crisis is just too big. We need help. We are deeply concerned about the potential loss of life, if international aid does not come quickly, especially to address the needs of this pandemic. I would like to respectfully make a suggestion. Here is my big idea: # Creation of Special Purpose Trust Vehicles, under the leadership of independent people, including global humanitarians. I would like to appeal to the World Bank, IMF, and other multilateral institutions, to create humanitarian Trusts for each country, which are managed by third parties, along the lines of the Global Fund. I have consulted widely with experts, and many told me of numerous precedents, at the level of UN, IMF, World Bank, the EU, or even the US government itself. The more countries that can contribute, even from China and our African brothers, the more credible it would be, as global compassion towards the peoples of these very poor nations. I would urge them to consider seeding the Trusts with at least $500m, and inviting others including private philanthropy to participate. In the case of Zimbabwe, I will personally contribute in a Trust, and encourage friends and partners to do the same. The money would be used to provide urgently required medical supplies, training and remuneration for healthcare workers. It can also provide urgently needed repairs to hospitals and rural clinics across the country. This is a humanitarian appeal. Please help Sudan, Eritrea and Zimbabwe’s people. In God’s name please help these nations, before it is too late. Strive Masiyiwa End.

In our continued efforts to support the community, the Verber Dental Group is donating custom fabricated “mask fitters” to individuals whose occupation puts them at risk of exposure and who may not have ideal personal protective equipment. The "mask fitters" are made from a 3D scan of the face and then are 3D printed in plastic at Verber Dental Lab and with the support of Harrisburg University of Science and Technology’s Advanced Manufacturing Program. The devices can be secured over masks with a rubber band harness that we would supply. They should be wiped down and disinfected when removed. These "mask fitters" should improve the fit of masks. They are not n95 equivalents, nor are we to able offer any research or guarantees on their effectiveness or safety. But common sense tells us these may increase the efficacy of surgical masks and other non-fitted face coverings. Attached are some pictures illustrating the “mask fitters”. At this time we are limited to producing 12 fitters a day, and will be working with groups only on a first come, first serve basis. If you are part of a business or organization within Cumberland County that provides healthcare, eldercare, or other essential services that put you at risk for exposure or exposing others, please let us know if you would like to arrange for a time for your team to be scanned. An EXTRA $437 million boost to the health system to help respond to the COVID-19 pandemic on top of the EXTRA $100 million is on the way for the elective surgery blitz. Here is how its broken down: ✅ More than $80 million will be invested in bringing more beds online over the next 12 weeks, in time for the peak of the pandemic, including 84 beds at the old Peter Mac Hospital and 45 beds at Bendigo Health. These 129 beds are in addition to the 140 new beds that are coming online at Casey Hospital. ✅ Baxter House will be recommissioned to keep regional Victorians safe – with consulting rooms and virus clinic capacity at Barwon Health. ✅ $107 million to support Healthcare workers to have the tools they need to care for sick COVID-19 patients to buy life-saving equipment, including 4,000 high flow oxygen therapy units for patients in acute respiratory failure, 130 dialysis machines and 1,200 patient monitors. ✅ An extra $22 million of Personal Protective Equipment (PPE) – including 275 million pairs of gloves, 8.6 million face masks, and 1.7 million gowns – will keep workers safe while they help others. This is on top of our 5k face mask donation before. The supply is good for 1 month or 36 days consumption which will be given to doctors, nurses, medtech, interns, sanitary technicians and all other frontliners. We want to give the healthcare workers all the equipment humanly possible needed so they could operate. We have given OFWs leaving for Hong Kong and Macau daily for the last 2 weeks. We've also given masks to frontliners in the DFA-Office of Consular Affairs, Bureau of Customs, LGU hospitals in NCR (Manila Hospital, Tondo, Sampaloc, Gat Andres, Jose Abad Santos) and in Sorsogon. We also sent masks to our chapters in the Red Cross nationwide.
